Five year plan

A government plan for economic development over five years.

The first such plan in the Soviet Union was inaugurated in 1928.

Administration

Developed, executed, and monitored by the Planning Commission.

Prime Minister is the Ex-officio Chairman of Planning commission.

    1. First Plan (1951-1956)
    2. Second Plan (1956-1961)
    3. Third Plan (1961–1966)
    4. Fourth Plan (1969–1974)
    5. Fifth Plan (1974–1979)
    6. Rolling Plan(1978–1980)
    7. Sixth Plan (1980–1985)
    8. Seventh Plan (1985–1990)
    9. Annual Plans (1990-1992)
    10. Eighth Plan (1992–1997)
    11. Ninth Plan (1997-2002)
    12. Tenth Plan (2002–2007)
    13. Eleventh Plan (2007-2012)
    14. Twelfth Plan (2012–2017)

    First Plan

    1951-1956    

    1. Presented by Pandit Jawaharlal Nehru.
    2. Focused in development of the primary sector. 
    3. Based on the Harrod–Domar model.
    4. Five Indian Institutes of Technology (IITs) and University Grants Commission (UGC) were set up at the end of this period.

    Current plan

    12th Five year plan(2012-2017)

    Objective: "Faster, More Inclusive and Sustainable Growth".

    Rolling Plan

     (1978-1980)

    The Janata Party government rejected the Fifth Five-Year Plan and introduced a new Sixth Five-Year Plan (1978-1980) as Rolling plan.

    The Rolling Plan consists of three kind of plans that were proposed.

    1. The First Plan is for the present year which comprises the annual budget.
    2. Second is a plan for a fixed number of years, which may be 3, 4 or 5 years.
    3. The Third Plan is a perspective plan which is for long terms i.e. for 10, 15 or 20 years.

    Hence there is no fixation of dates for the commencement and termination of the plan in the rolling plans.

    This plan was again rejected by the Indian National Congress government in 1980 and a new Sixth Plan was made.

    Annual Plans (1990-1992)

    The Eighth Plan could not take off in 1990 due to the fast changing political situation at the centre and the years 1990-91 and 1991-92 were treated as Annual Plans.

    The Eighth Plan was finally launched in 1992 after the initiation of structural adjustment policies.
